Description (partial)

Symptom:
When ethernet goes down and SC switchover happens, S2 cards go to FAILED state or POWERED_OFF state

Conditions:
When ethernet goes down and SC switchover happens, there is a potential mbox corruption happening in the CCC FPGA of the S2 card. This will result in the S2 card go to POWERED_OFF or FAILED state
