Description (partial)

Symptom:
when joining a meeting from webRTC, client can mute video and unmute it once, but not able to mute it one more time, this doesn't happen in CMA only in webRTC client, either internal or external. Modifying mute option on callLegProfile via API doesn't make a difference. In the Chrome debug section I see a POST to /media/mute-video and /media/unmute-video, only the first time, next times I don't see those POST it does not matter how many times I hit the Mute video button.

Conditions:
webRTC client connected via Call-ID on chrome
