Description (partial)

Symptom:
It is observed PCD can execute tasks against maximum of 10 Nodes in parallel in a given Step of a Task such as Upgrade.

Conditions:
After Scheduling a PCD Task lets say an Upgrade Task against a Large Cluster with more then 10 subscriber nodes in a given Upgrade Step, only 10 of the Nodes will kick off their upgrades in parallel. The other nodes in this step will be upgraded later.
