Symptom: For an aborted ISSU, the ISSU-in-progress alarm is cleared when the abort phase completes, which is before the ISSU has been cleaned up. This is incorrect - the router will still be in a mid-ISSU state at this point (notably the second RP will be running V2, and hence there will be no RP redundancy). The alarm should instead be cleared once the abort has been cleaned up. Conditions: Seen on ISSU abort.
