Description (partial)

Symptom:
TID incidents are not generated on one of the Firepower Management Centers high availability pair, while security intelligence events are after 6.2.3 upgrade.

SFDataCorrelator logs on the sensor will show constant repetition of these errors:

ipproxy:ipproxy [WARN] Service rabbitmq failed to listen on TCP socket
ipproxy:ipproxy [ERROR] Unable to bind to port 5671: Address already in use

Conditions:
A device is registered to an  Firepower Management Centers high availability pair prior to 6.2.3 upgrade. A device was upgraded to 6.2.3
