Description (partial)

Symptom:
When we configure a nbr under bgp config via a nbr-grp which has a address-family configured, we check if the global address-family is configured. If it is not configured we reject the config. With the BPM remote-as changes we there was an error code was not being check. Adding that fix here.

Conditions:
Config related with neighbor and neighbor-group.
