Description (partial)

Symptom:
The AP is missing from the production network due to this issue.
The AP 3700 is running 8.5.124.19 still, whereas the WLC is already upgraded to .26. Even though the AP is able to reach the WLC and the discovery requests/responses are going back and forth, the AP is not joining the WLC. It is stuck in DTLS setup.
The network is part of SDA fabric, but other APs are on the same switch, same IP pool and they seem to be working OK. So not sure, why this AP is behaving differently.
