Description (partial)

Symptom:
When scheduling a CTS endpoint in TMS (tested with CTS1000, IX5000), TMS does not log that booking in any of its logs.  Expect it to be in systemapi-databasescanner logs, but the only way to see the booking info is via wire shark.
