Description (partial)

Symptom:
A link won't come up or remain up when a device forced at 100 Mbps FDX is connected to a switch port(downlink port) with forced 100 Mbps FDX.

Conditions:
This was seen on a Cat9300 running 16.6.2. Upgrade to 16.6.3 didn't fix the issue.
