phone will not use right protocol to resync cfg file when dhcp option 159 is "http://ip1;ip2"

Symptom:
when dhcp option is "http://ip1;ip2", ip1 is down, ip2 is ok
phone dhcp option to use is only 159, phone will reboot and gets right dhcp option,
but phone will resync cfg file from ip1using http protocol, 
however ip1 is down, phone will resync cfg file from ip2 using tftp protocol,
this is wrong , it should use http protocol to resync cfg file from ip2.

Conditions:
config dhcp option 159 like "http://ip1;ip2" on dhcp server
phone dhcp option to use is only 159
