Description (partial)

Symptom:
in 7811, when blind transferring to a busy destinations and then hitting the transfer button one more time, the phone will become unresponsive. Until the transferee hangs up the phone, then the transferor's phone will become responsive again
Busy trigger is 1 on the busy destination

Prereq:
Make sure you have 3 phones ready
Phone A
Phone B which is 7811 phone type
Phone C which has Busy trigger set to 1 in the line config page
Phone C will be busy destination ( you can just make the phone go off hook to make it busy destination)

Steps to reproduce: 
1. Phone A calls Phone B (7811 phone type)
2. Phone B picks up, then press the Transfer button. You will hear a dial tone.
3. Dial Phone C from Phone B (7811 phone), and you will hear a fast buy. then proceed with pressing the Transfer button again.
4. Phone B ( 7811 phone) will be come unresponsive. The softkey will also become unresponsive. phone B is bricked at this point.
5. the only way to make the phone responsive again is to hung up phone A.

Expected behavior is when the user presses Transfer button to a Busy destination, he should not be able to do that. The Transfer button shouldn't be responsive when the destination is busy.

Conditions:
Busy trigger is set to 1 on the busy destination under the line configuration in CUCM
