Cisco Bug: CSCvi23510 - Power supplies flapping between "ps, fail" and "ok"

Symptom: An ASR1002-X reported seeing failures on P0 on the commands show facility-alarm status and show platform diag. The Power Supplies are working fine when you check them on show environment. It was later found that this failure would go away intermittently. Issue reported on below: Version 15.5(3)S4b Platform - ASR1002-X Conditions: You are hitting this bug if: a) The power supplies FLAP between "ps fail" and "ok" (there is another bug where they stay on "ps, fail" but keep reporting operating values, CSCvc16495) b) PS SN begins with "ART" c) One of the power supplies has a VID: V03 or lower.
