Description (partial)

While the system is busy processing the churn of routes, if RPFO occurs, there can be a possibility of different encap ids on active and standby for the same key. This is because GRID relies on LSD to sync encap ids. There just wasn't enough time for the aipc to sync it to standby in a very short time because encap id gets created during downloading the route to FIB. LSD will have to create an encap id as soon as it receives a route create instead of creating one during download to FIB.
