Symptom:
After removing traffic-eng sr policy configs and enabling fallback under pw-class- l2vpn xconnects remain down - proc restart l2vpn. Before trigger:Had SR configs with segment-list, policy with affinity constraints. Policy with Fallback disable was attached to the SRTE tunnel.Have evpn-vpws SH running over the SRTE policy. following steps are followed to initiate the trigger
Step1) RP/0/RP0/CPU0:LF2(config)#segment-routing 
           RP/0/RP0/CPU0:LF2(config-sr)# no traffic-eng

Step2) then i remove from l2vpn pw-class fallback disable
        and enable fallback
        Xconnects don't come up
Proc restart l2vpn_mgr will bring up the xconnects

Conditions:
this may be seen when customer disables sr-policy fallback and enables fallback under l2vpn pw-class .
