Symptom:
Mute LED is off when muting a paging call after a incoming call

Conditions:
1.phone A dial 800 to page call
2.press mute button on panel to mute the call
3.B call A,and cancel it
4.phone A  mute led is off but still in mute state
expect result:
the led should be lit after B cancel the call
