Description (partial)

Symptom:
The dbScript.sh runs indefinitely waiting on prstat when the oninit pid list is empty.  Once in this state the data in the Performance UI is not updated.   Additionally, over time prstat consumes significant memory resources (gigs).  The oninit pid list is typically not empty, therefore this scenario is not common.

Conditions:
The oninit pid list is not populated at the time dbScript.sh is called by the perfUIServer process.
