Description (partial)

Symptom:
Customer would like to have PQ information included in the Call Type Skill Group Historical All Fields report. Currently it is not.

Conditions:
According to the definition from CCE reporting guide, CTSG historical AF is not designed to pull the information from PQ table and hence you are not able to see the PQ related report. 
But from TR, CTSG historical report pull the values from PQ table and hence it works. So it works by design.
