Cisco Bug: CSCvi14244 - Monitoring Policy-ID is visible instead of Policy-Name when Auth condition is set to Monitoring-Only

Description (partial)

Symptom:
In 2.3 patch1 and patch2 whenever we change the authorization condition to Monitoring only. Once the authentication and authorization is done if you click on details reports. In the detail reports instead of the policy name which has been kept to Monitoring. Specific policy id is being displayed on 2.3 version. 

But on 2.2 and prior Monitoring Policy name is being displayed when you keep the authorization condition in being set to Monitoring only.

Conditions:
>> Create basic AAA condition on ISE.
>> In the authorization condition set the specific condition to Monitoring only.
>> Once the authentication and authorization is completed then click on the details report on the operational logs.
>>Scroll down to check on the matched authorization condition. 
>> Monitoring condition id will be displayed instead of Monitoring condition name.
