Description (partial)

Symptom:
Subscriber termination is dual stack. 
The  IPV6 and  IPv4 stack is  UP .
IPV4 session bring up will get delayed when the subscriber are configured with the dual stack .
No issue with ipv6 session bring up . 
IPV4 session will come up immediately when the subscriber configured for single stack .
This behaviour is same with all ONT devices .
On the ONT reload the IPV4 subscriber delayed by 3 to 4 mins to be success.

Conditions:
observed when DUAL stack configured .
