Description (partial)

All traffic between vPCs gets dropped because outer VxLAN traffic has a source MAC address and source IP address of "0" when coming to a spine switch.

There is a race condition during the init time between IPMGR and ELTM that causes ELTM to fetch the interface mode vPC and IP address in 2 separate lookups in shared memory. The mode succeeds while the address fails.
