Description (partial)

Symptom:
FP cpp_cp_svr process crashes causing ESP or router to reload.

Conditions:
While using "platform qos optimize-rate-ratios" on ASR1K router and a high scale of nodes with QoS configured with queuing features enabled in the policy-map, cpp_cp_svr crashes.

This issue only affects ASR1001-X, ASR1002-X, ASR1001-HX, ASR1002-HX and 
modular ASR1K platforms with ESP100/ESP200 installed
