Description (partial)

Virtual-service guest IP accepts broadcast address.  Packets from the data-plane get punted to the container for inspection but no packet comes back to the data-plane.

This was first identified on a CSR running 16.6.2. All platforms running IOS-XE 16.6.2 that support Snort IPS in the container will see the same problem.
