Description (partial)

cpp_cp_svr process running on the FP of the router crashes, causing the router or FP to reload.

This issue only affects ASR1001-X, ASR1002-X, ASR1001-HX, ASR1002-HX and 
modular ASR1K platforms with ESP100/ESP200 installed.  And only when scaling 
with more than 4001 sub/virtual interfaces with QoS applied, where QoS has queuing 
features enabled (shape, bandwidth remaining or priority).

Adding a shaper policy to a GE interface with fair-queue as part of the class-default class on the shaper. Then remove fair-queue from the shaper and re-apply it. Doing this multiple times can trigger the router to crash.
