Description (partial)

Symptom:
Traffic not passing through physical interface of the router.

Conditions:
MACsec is configured on the interface
Its a 100G interface 
Card is A9K-8X100GE-SE/TR, A9K-4X100GE-SE/TR, A9K-MPA-1X100GE/2X100GE
Problem can come in following conditions:
1. Directly after an LC reload
2. swap of optics on the interface of different types (say from CPAK-SR10 to CPAK-LR4)
3. change of transport mode on the interface (e.g: from LAN to OTN or WAN)
