Description (partial)

Symptom:
8.7 802.1x LSC: Add new AP will reboot all the AP

-	Enable LSC AP-Provisioning on WLC
-	Enable 8021.x PEAP Authentication 
-	Try to add New AP on WLC, it will not join (LSC is enable on WLC)
-	IF we disable LSC, all the AP will reboot. 
-       After reboot they will not join WLC as 802.1x switch config is on uplink

Conditions:
-  LSC AP-Provisioning enable
-  802.1x PEAP enable
