Description (partial)

In some cases, the delete procedure is failing when the NCS1001 device is in Collection Failure status.

1. Access CEPNM as Root or Config manager user
2. Verify that one NCS1001 is in Collection Failure status
3. Delete the device from EPNM
4. Wait for deletion to complete
5. Verify the device is not deleted and is back in Collection Failure status
