Description (partial)

Symptom:
When a client roams L3 to another controller with L2 MAC filtering enabled, the roam to Foreigh will work.  But if the client roams back to the Anchor, client traffic flow stops and will be blackholed until manually deauthenticated or radio reset.  Client debugs will show the Anchor's AP sending M1 keys with no M2 responses from client.

Conditions:
L3 roaming with L2 MAC Filtering enabled
