Description (partial)

As part of route addition/deletion process fib_mgr process is trying to create nh-info (next hop information data) but it is failing to do so because of platform failures.  The fib_mgr process invokes the retry mechanism and it continuously (every 15 millisecond) retry to program nh-info object.
This also triggers creation and deletion of RX adjacencies at high rate. 
The deleted Rx adjacencies are added to quarantine list by aib process.   The quarantine list is scanned and cleared after every 20 seconds. AIB OOR limit is 512K including entries in quarantine list. This sequence of events causes AIB to reach OOR limit and blocking any further adjacency creation.
Once system is in this condition, fib_mgr is not able to program any new prefixes and hence the traffic related to these prefixes will be dropped.

Following syslog message will be seen
%ROUTING-AIB-2-ADJ_OOR : AIB has run out of adjacency resource with 512000 entries. No more adjacency updates will be handled by AIB.

The issues is observed during public IP pool split up activity during MW. As part of this activity traffic from primary path moved to secondary path. The traffic is moved by shutting down related interface on the VSM card of the primary path router. This was the trigger for failures and it pilled up to fill the AIB quarantine queue.
