Symptom:
We see generic UCS Network connectivity error messaging in the Device Connector logs:

2017-12-13T08:47:42.969Z error base/connector.go:648 http connect failed {"error": "Get https://svc.ucs-connect.com: net/http: request canceled while waiting for connection (Client.Timeout exceeded while awaiting headers)"}

The reason for these particular connectivity issues was due to a stale TCP connection (in an established state) where the web socket was not initialised completely. 

This enhancement is to request more intuitive/detailed logging messages that indicate the web socket is in this state.
