Symptom:
** This is a documentation bug to advise customers to use version 2.1 or higher as an intermediary version to prevent running into bug CSCvb94260

++ When performing multi-version step upgrades, common time may become behind the version time.
++ This causes the APICs to have an outdated version of the other APICs in the cluster
++ APICs will not cluster as a result due to version mismatch

Conditions:
** Performing multi-version step upgrades with intermediary version lower than version 2.1.
