Symptom:
In a single active scenario, if DF becomes a nDF and then recovers to be a DF again, there may be traffic blackhole till macs are refreshed due to ageout as macs are not instantly flushed like they do for a HW trigger.

Conditions:
In a Single Active scenario, if the DF becomes nDF and become a DF again during recovery process, the MACs are not instantly flushed during this soft recovery. This may cause convergence delay.
