Description (partial)

Symptom:
When using netconf/yang to configure the ip dhcp exclusion list, the router will get mixed up about which lines to delete.  It may not delete the correct entry in the router config.

Conditions:
IOS-XE using NETCONF-YANG with overlapping exclusion ranges or two ranges with the same low-address.
