Description (partial)

Symptom:
After upgrade from 3.6.5E to 3.6.8E bfd flaps and subsequently ospf.
The same timers work for 3.6.7E and 3.6.5E.
The issue is seen in the corresponding IOS releases.
Tested on SUP6-E, SUP6L-3, SUP7-E and SUP7L-L.
4507R+E and 4510R+E

Conditions:
Enable bfd under ospf for all interfaces and on both ends of the port-channel.
