Description (partial)

Symptom:
On reload, vPC interfaces are temporarily brought online and then brought down.  During this transition, traffic loss may be seen for 3-10 seconds.

Conditions:
This issue occurs after leaf reload and affects vPC port-channels.  This is most prevalent when using port channels in mode-on (that is, with LACP disabled).  It can also occur under high scale environments with large number of VLANs configured on multiple interfaces.
