Description (partial)

When setting the system queue to 0, the 'Active' and 'Waiting' amounts are not getting updated when setting back to original value. The overall system active is not in the banner as well. They seem to only update on another action such as another job insert afterwards.

Using CM client and setting system queue to 0 and then resetting back to original value, system amounts do not get updated until something is updated like new job is inserted into schedule.
