Description (partial)

Symptom:
Unexpected drops seen with QoS policy configured and traffic congestion. With multiple queues configured (priority queue, default queue, additional queues), the following behavior is seen:

Oversubscription only on default queue - drops seen across all queues except priority queue
Oversubscription only on low priority queue - other low priority queues drop, but default and priority queue do not drop
Oversubscription only on priority queue - all other queues drop (this is expected behavior)

Conditions:
Multiple egress queues configured - issue is not seen with only priority queue and default queue.
