Description (partial)

Symptom:
In CSCOlxplat-CentOS-nextX-7.4.20171114-2, adding a 4th interface causes loss of network connectivity.  The mac address of the 4th interface is captured on eth0 and eth1 gets the first interface mac address.

Conditions:
CSCOlxplat-CentOS-nextX-7.4.20171114-2 which is running centos-release-7-4.1708.el7.centos.x86_64
