Description (partial)

Symptom:
On multi channel CAL machines, only one Encoding Service is accessible. All other encoding channels are not available via encadmin GUI or XML API. GUI Summary page shows Encode Channels with status "Disabled." Application log likely filled with:

Exception communicating with Encoding Service 2
Error HRESULT E_FAIL has been returned from a call to a COM component.

Conditions:
KB4056895 breaks the COM interfaces that CAL uses for interprocess communication. Therefore the Encoding Services are running on the system, but not accessible to the rest of the software components.
