Description (partial)

Symptom:
We are running into an issue where clients that connect to the ports on the 1810w are being tagged in the native vlan instead of the local vlan.  We can workaround this issue by clearing the config / rebooting the access point but the issue will come back after sometime.  We took captures and clear see the client being handed back an offer from the management vlan.  We can also see on the switch that the client is being placed in the native vlan instead of local vlan.

Conditions:
WLC running 8.2.166
RLAN in local switching
1810w series access points.
