Description (partial)

Symptom:
Local prefix is not set "best" in BGP table, so excluded from BGP best-path selection and may not be advertised to any peers.

Conditions:
Running BGP in VRF or VPNV4 address-family.
Features "nv overlay" and "fabric forwarding" are configured on the device
