Symptom:
CCR Terminate for GY is not sent from Master once after Subscriber Logout

Conditions:
Steps
****

1.	BNG1 is Master for group 1 and BNG2 is Slave for group 2
2.	Bring up 1 prepaid subscriber 
3.	Perform SRG Switchover in Master for group 1.   BNG1( group 1 )  becomes Slave  and BNG2 ( group 1 )  becomes Master 
4.	Perform SRG Switchover in Master for group 1.  BNG1( group 1 )  becomes Master  and BNG2 (group )  becomes Slave 
5.	Send Logout from the Client.  Subscriber sessions gets logged out in Master and Slave

ISSUE SEEN After Step 5 -    CCR Terminate for GY is not sent from Master once after Subscriber Logout.  GY Stale Sessions are seen.
