Description (partial)

In ISE 2.0, 2.1 & 2.2, we are not able to save the user defined dictionary attributes in ISE GUI and the dictionary attribute values doesn't show up reporting as no data available.However we are getting a response in GUI as attribute created successfully and ISE-PSC logs shows that configuration is added

This would amount to a regression introduced in 2.0 and existing till 2.2 but not in 2.3
