Description (partial)

Symptom:
- The switch may experience steady High CPU due to ARP Snooping that can last for more than 5 minutes if a single host sends an unique ARP Request
- ARP Request is not routed through the xconnect tunnel

Conditions:
- A feature that relays on ARP Snooping such as ARP Inspection or Device-Tracking is enabled
- Xconnect configured on the SVI
- This issue has been seen in  Cat3850 and Cat9000 running 16.6.2E and 16.8.1E where VPLS is supported
