Description (partial)

Symptom:
CUCM node's Web Services (Applications that run under Tomcat) are not writing their traces regardless of their Trace level setting.

Conditions:
This lack of logging is observed where CUCM node has a Coresident Prime License Manager Instance installed which is installed by default.

Depending on the timing of Tomcat Services starting up, if Coresident PLM (elm-admin) is deployed after the general logging application is deployed, then only elm-admin logs are written properly.
