Description (partial)

Symptom:
The Designated Router/Backup Designated Router becomes stuck in "Loading" state.

Conditions:
Issue occurs when there are a large number of prefixes being advertised and the Max LSA limit is exceeded.  The Max-Age LSA feature behavior is ACI is slightly different from the behavior in other platform.

In Other platforms (N7k or N9k Standalone), if max-lsa limit is crossed, incoming LSAs will be ignored for 1 minute, at which time OSPF interfaces will be brought down (including adjacencies) then brought back up after a configured  interval.  This can cause OSPF to go into a permanent ignore state after the retries if the learnt number of LSAs is more than Max-LSA configured. 
 
In ACI, incoming LSAs are ignored once the number of LSAs crosses the Max-LSA limit, and adjacencies can be stuck in Loading state due neighborship flaps not being ocurring.
