Symptom:
Step1 : Configured BDIs on the device.

Step-2 : Enable the 10 G license.

Step-3 : Unable to ping to the BDI interfaces and they are appearing as down.

I tried to ping from the neighbor device and I was unable:
1001-278#ping 192.168.1.50
Type escape sequence to abort.
Sending 5, 100-byte ICMP Echos to 192.168.1.50, timeout is 2 seconds:

Success rate is 0 percent (0/5)

Conditions:
ASR920 with version 15.6(2).
BDI configuration on TenGig interfaces prior to the license upgrade.
Enabling 10 G bulk license on the device.
