When using the "use loopback," setting in discovery, Prime Infrastructure will use the loopback IP address with the highest numerical value in the first octet.  There's no logic built in to test connectivity to the loopback interface.  This can lead to Prime Infrastructure adding devices to inventory using a loopback interface that is in an unreachable network segment.

Must be using Prime Infrastructure's discovery feature.  The discovery feature must be configured for the "use loopback," configuration.  Devices being discovered must have a loopback interface configured on it that's unreachable by Prime Infrastructure.
