Cisco Bug: CSCvi01651 - Upstream proxy is not switched to new proxy if DNS resolution changes

Description (partial)

If WSA is configured to point to an upstream proxy say 'upstream.example.com'. The FQDN upstream.example.com resolves to  IP address 1.1.1.1. 

Now if the DNS record for 'upstream.example.com' is updated to IP address 2.2.2.2 and the DNS is flushed on WSA. New DNS entry goes into DNS cache of WSA and now points to 2.2.2.2.

However, WSA still keeps sending traffic to the older upstream proxy address of 1.1.1.1. As soon as we restart the prox process the new upstream proxy kicks in.

Symptom:
Traffic is not switched to the new upstream proxy

Conditions:
Upstream proxy configured on WSA
