Description (partial)

Symptom:
"set next-hop discard" in route-policy is not applied to cached routes (routes stored with "soft-reconfiguration inbound always").
If a router receives an update, "set next-hop discard" is applied correctly.

Conditions:
"set next-hop discard" is applied to cached routes.
For example, this situation can happen when we change prefix-set used in route-policy.
