Description (partial)

Symptom:
Upgrade process not happening when ME is tried to upgrade from 8.5.110.0/8.5.120.0 to 8.7.1.133

Conditions:
1. Bring up the ME with 8.5.110.0 or 8.5.120.0 
2. Prime all the APs to the ME
3. Now try upgrading from 8.5.110.0 to 8.7.133.0 or 8.5.120.0 to 8.7.1.133
4. Observe the GUI as well CLI during the upgrade

Actual Result: Upgrade dint happen due to below mentioned error message

Transfer download start command NOT issued OR filetype NOT ap-image
Cannot ABORT Download!!
 
•    Tried aborting the transfer download using cli and tried upgrading from the GUI and didn't see any upgrade happening.
•    Tried upgrading from cli and upgrade didn't happen.
•    Tried reboot of the ME-WLC and tried upgrade but upgrade didn't happen.
